The Changchun urban planning auditorium lecture (12th
session) was offered in the Culture Auditorium of theChangchun Library on the morning ofNovember 14, 2015. With“I’m the Master of My Community” as the theme, the lecture invited Deputy General Manager ChenDayinof theTaiwanKaixin Engineering Consultation Co., Ltd.and Director Song Waiof the Community Building andDevelopment Research Center of theChangchun Institute of Urban Planning & Design as the main lecturers, who brought the audience wonderful presentations entitled “Happy Community, with Everybody Around – Sharing Experience in Taiwan’s Community Development”and“Small Community & Micro Changes”. The purpose was for common explorations on how to customize an ideal community in everybody’s heart.
Mr.ChenDayin started his lecture by touching routine life ofChangchun’s residents and led the audience in experiencing their own community life: kites flying oversquares, cabbages stored for winter consumption, hilarious morning market, parked cars along streets … Everything we see is closely bound up with community building. He proposed the concept of“human-culture-geography-industry-sight”for community building and operation. “Human” constitute the principal part ofthe community, andpeopleshould cultivate their reflection capacity to become life-long learners of community care. “Culture” refers to creation of a good learning culture in the community and being based on the historical culture of the community. “Geography” means conservation of geo-environmentand carrying forward features to cultivate the awareness ofsymbiosiswith eco-environment. “Industry” refers to collective operation ofthe real estate industry andeconomic activities, real estate developmentandmarketing, etc. Only when the community industries upgrade and grow sustainablywillthe locality havethe survival conditions and eternal operation of the community. “Sight” indicates the community’s public space, living environment, unique landscape, etc., including cohesion of thepeople’s wisdom in the community, community environment re-assessment and planning, and waste space rehabilitation to overall raise the value andqualityof the community living environment. From these perspectives, he shared the experience and methods of some typical cases ofTaiwan, includingthe Kaohsiung Wujia Mountain community space renovation, theJiayi New Port business district renovation, theSanxia old community renovation, thePinglin low-carbon tourism township renovation, etc.
In closing, he appealed to the audience, “Sometime we don’t know we are a gear. When we are rotating, we drive another gear, and then another, which will generate the power beyond our imagination.”Let us change our concepts and turn all the impossible into possible. Yes, I can. A happy community needs everybody to pitch in.
Director Song Wai interpreted the current planning forChangchun’s communities fromthe perspectives of community planning connotations, domestic andinternational community planning situations, current work in Changchun, development vision, etc. He expressed his views that community planning is not simply a plan for residential quarters or neighborhoods, but is a comprehensive plan targeting society, economy and space in specific micro locations. It is a community building process involving community residents as the main body, community planners, governmental and non-governmental organizations as participants. This process runs throughthe entire life cycle. It covers generationof new spaces in the community, growth, decline and update of the established community, etc.
Through visits to various streets and urban districts in Changchun, now the selected pilot community is theXikang Road West Community, which covers an area fromZiyou Road to the south, Guilin Road to the north, Xinmin Street to the west andTongzhi Street to the east. An advance base of community planning has been set up. Public opinions have been collected through a variety ofchannels, including site surveys, community interviews, resident interviews, talks with community NPC delegates, etc. to actively cooperate with the pertinent departments to solve problems. A“Happy Fair” has been organized to create featured streets and roads, which has won support fromthe residents andthegovernment.
He hoped to really improve such physical setups as community space environment, traffic conditions, urban facilities, etc. and improve community software environment by tapping community features and human characteristics to promote community transformation from“leisure” to “autonomy”and eventually create a happy community where people chat, communicate, cooperate with each other and respect each other.
