On August 29-30, 2015, the 2015 meeting of the national planning institutes directors was successfully convened in Changchun. Directors and representatives fromthe planning institutes across China gathered in Changchun to jointly explore planning transformation anddevelopmentunder the new circumstances in the new era andthe planning career’s orientations and prospects.
The biennial presidents meeting is a grand event for the urban planning & design sector in China. With its large scale, high level and concentrated information, it is a meeting where leaders, scholars and colleagues ofthe urban planning sector in China acquaint themselves with guidelines and policies, communicatemanagement experience, explore cutting-edge academics, recall friendship, increase understanding, and learn from each other. It is an important platformfor exchanging new knowledge and new expertise andfacilitating mutual learning.
The meeting took “new normal, new mission, new power – road of exploration of initiative reform and innovation and transform developmentunder the new circumstances” as the theme. It was sponsored by theChina Urban Planning Association and co-organized by the Planning & Design Specialized Committee of theChina Urban Planning Association andtheChangchun Institute of Urban Planning & Design.
The meeting kicked off at 9:00 on the morning. Deputy Director-general LiXiaolongof the Urban & Rural Planning Departmentof the Ministry of Housing and Urban & Rural Construction, President Zou Jun of the Jiangsu Province Institute ofUrban Planning & Design, President Fang Feiof theChangchun Institute of Urban Planning & Design, President Shi Weiliangof theBeijing Urban Planning & Design, President LiXiaojiangof theChina Institute of Urban Planning & Design, President Zeng Jiuliof the Chengdu Instituteof Urban Planning & Design, Deputy PresidentHu Feiof the Wuhan Institute of Urban Planning & Design, Deputy President ZhaoBaojingof theShanghai Institute of Urban Planning & Design, and other experts and scholars delivered presentations on how to probe into open platform applicationand practice, etc. through practical innovation new systems under the new normal from the perspective of provincial planning institute and municipal planning institute in combination with their own development realities to promote planning institutes’transformationdevelopmentand practices, and they also commit themselves to in-depth discussions on the status quo of institutional reforms, main problems, reform progress anddevelopment directions of their institutes with other participants in the meeting.
Deputy Director-general LiXiaolongof the Urban & Rural Planning Departmentof the Ministry of Housing and Urban & Rural Construction delivered a thematic speech entitled “Meeting Challenges and Opportunities, Facing Difficulties and Braving Reform Responsibilities”, holding that, under the new circumstances, we must adapt to the trend of big economicand social development, engage in urban design, and raise our productivity, level and speed. The nature of urban planning should be determined by the urban planning features, guided by the“three regulations in one”. If we cannot give play to the leading function of urban planning, the planning institutional reform we were encountered withwould not be successful.
President Zou Jun of the Jiangsu Province Institute of Urban Planning & Design made a thematic presentation entitled “Practicing Internal Skills and Transformation Development– Planning Institutes’ Exploration and Practice under the New Normal”. After analyzing multiple challenges under the current new normal, includingtheinstitutionalenvironment, the planning market, the talent team structure, etc. he introduced the multi-dimensional measures of the Jiangsu Province Institute of Planning & Design in terms of improving scientific innovation competence, promoting modern system building, enhancing base construction, etc.
President Fang Feiof theChangchun Institute of Urban Planning & Design delivered a thematic speech entitled “Tempering New Abilities of the Urban & Rural Planning Formulation Teams in Social Practice”. He elaborated on how to intensify planning institutes’ capacity building under the situation of new urbanization, advocating that the combination of data capacity and social communication capacity would enable planning institutes to become an effective public think tank to serve the government and society.
Deputy President Hu Feiof the Wuhan Institute of Planning & Design made a thematic presentation entitled “Practical Applications of the‘Public-Regulated Wuhan’ Open Platform”, in which he briefed the audience aboutthe practical experience and existing problems of the“Public-Regulated Wuhan”Wechat Platform under the historical background ofapplications of new technologies like the Internet + and big data from the perspectives of inception background, platform structure, operation items and situations, practical experience, existing problems, etc.
President LiXiaojiangof theChina Institute of Urban Planning & Design delivered a thematic speech entitled “Conscientiously Serving theGovernmentand Society, and Actively Braving Institutional Reforms”. He talked aboutthe work functions of theChina Institute of Urban Planning & Design under the changes of the national macro policies, maintaining that we should adapt the urban developmentand transformation under the new normal, and adhere to scientific rationality, humanistic care and multi-value acknowledgement. We should identify objective laws of urbanization and modernization, master the historical trend of urban growth, and carry out forward-looking theoretical study and methodological innovation.
President Shi Weiliangof theBeijing Institute of Urban Planning & Design delivered a thematic speech entitled “From Dragonhead to Platform –Beijing Planning Institute’s Transformation and Practice”, in which he introduced the success case of the“CITYIF” since it was launched online. It integrated more elements from bottom to top and give more play to multi-entities like market, social public, etc. in urban governance. The CITYIF” attained very promising effects.
President Zeng Jiuliof the Chengdu Institute of Urban Planning & Design delivered a thematic speech entitled “Promoting Institute’s Transformation Developmentthrough Practical Innovation system, and Molding Institute’s Core Spirit via Organizing Culture Building”, in which she elaborated on the connotations of the“practical innovation system” to promote theChengdu Planning Institute to transform from a design-oriented institute to a research-oriented institute throughthe“1+3” institutional system.
Vice Secretary of the Party Committee andDeputy President ZhaoBaojingof theShanghai Institute of Urban Planning & Design Institute made a thematic presentation entitled “Starting withthe Master Plan Preparation and Exploring Transformation Development in Planning”. She exchanged views on development concepts and routes during the planning transformation development period withthe audience from the three perspectives ofthe new-round Shanghai urban master plan preparation, the“four transformations”and“six highlights”for the master plan preparation, and exploration of transformation developmentof theShanghai Planning Institute.
On the 30th, thepresidentssand their representatives of all the planning institutes nationwide were divided into three free forum groups by regions and engaged in active interactive discussions on such hot topics as industrial developmentunder the new circumstances, institutes’ institutional reforms, overall strength improvement, development models of planning associations at all levels, internal mechanism management, planning tender, business expansion, technical advance, talent training, resource sharing, brand building, social responsibility, etc.
The closing ceremony of the presidents meeting of the national planning institutes was chaired by Vice Chairman Tang Kai of theChina Planning Association. Director ZhangXiaoyanof theJilin Province Institute of Planning Institute, Director Sima Xiao of theShenzhen Institute of Urban Planning & Design, and Director WangWeishanof the Xiamen Institute of Urban Planning & design made summary speeches aboutthe discussions of each of the groups. The meeting declared that the Xiamen Institute of Urban Planning & Design was awarded the right to host the directors meeting ofthe national planning institutes in 2017, andthe meeting flag handover ceremony was staged right after that.
During this meeting, the 2015 “Dual-city Exhibition of the City + Common City, Customized Life (Shenzhen–Changchun)” sponsored by our institutewas held at the same time. Among the exhibits of“City + Life”, theChangchun gift exchange activity was positively supported by the directors and representatives of all the institutes ofChina, who interacted frequentlyinteractions, leaving a valuable spiritual legacy to the exhibition.
