On July 25, 2015, the August Issue of the “Eudemonia City” Journal was officially published by the Changchun Urban Planning Association and the Changchun Institute of Urban Planning & Design, entitled “A City of 1 Million Vehicles”, with a supplementary issue of the “A Lullaby of City”!
The number of private cars in urban area of Changchun will total 1 million in July 2015! Just as the saying goes, “Every coin has both sides,” we shall not ignore the “urban disease” infected by the “auto society” while celebrating Changchun entering such a society!
Where will Changchun’s traffic lead us after the number exceeds 1 million? August Issue of the “Eudemonia City” has exclusively planned for a column of “A City with 1 Million Vehicles”, inviting three authorities in traffic planning and management, Deputy President Cui Kai of the Changchun Institute of Urban Planning & Design, Deputy Leader Du Zhanwu of the Changchun Traffic Police Detachment, Deputy General Manager Zhang Zhiliang of the Changchun Public Transport Group, to comprehensively analyze the city of Changchun with 1 million vehicles from multi-angles of transport planning, public transport, taxi, parking lot, pedestrian, traffic congestion treatment, smart transport, etc.
“Currently, Changchun is still in the transitional stage from demand oriented to efficacy oriented. We have not completed the building of our road system, and the construction of through streets and artery roads remains a heavy task. The greatest significance of the 1-million-automobile city lies in the fact that it sounds an alarm of urban traffic development in the future. It will expedite our confirmation of Changchun’s development in the future. How should we go in the long term? We must ponder it and take precautions. We might wade to find the way across when we were in a stage of demand oriented, but we must clearly realize the negative side of blind development of cars now, given the limited carrying capacity of the road networks. Now that we have 1 million cars, it means 2 million in the following 10 years. Do we need 2 million? Say, there are 2 million vehicles then, but the urban carrying capacity cannot accommodate, and there shall be an assessment. What are we going to do to cope with the situation when carrying capacity is limited?”
Du Zhanwu: A Difficult Exam about Livelihood
“Road resources are limited. Traveling by bus and letting buses shoulder 70% of the travel tasks will be the most effective utilization of the current road traffic resources; otherwise, it would be an empty talk to relieve the current traffic congestion. If we cannot rationally and effectively control the number of vehicles on route, there will be more and more cars around us. This embarrassing situation will cause a vicious spiral of traffic congestion. Citizens will not choose buses first if our buses are not excellent.”

“The current capital shortfall must be offset if we mean to develop the public transportation group. It would be very difficult for the government to pick up all the bills. Poverty gives rise to the desire for change. The development of public transport should adopt the PPP mode, namely, cooperation among governmental projects, social and private capitals plus the public transportation group. In order to spend less money of governmental but achieve the development objectives for the public transportation, we must open the doors to attract foreign or private capitals for public transport projects in Changchun, who will offer the investments on some promising bus routes.”
